What is mis-conduct at WC?

If you steal from your employer, wouldn't you expect to be sacked?

The following is a quote from a recent message to WC employees.

'Reminder to all staff.

It has been drawn to our attention that there has been improper use of the council's equipment - namely use of the post franking machines for personal letters and parcels. Please be aware that improper and/or personal use of council equipment or property will be viewed as potential misconduct and could lead to disciplinary action. Staff are reminded of the Council's Code of Conduct and Disciplinary Procedure which applies to all staff working for the council.'

Is it me or does it seem odd that the action of stealing from the tax payer is seen as 'potential misconduct' and 'could lead to disciplinary action'?

Could lead? I would have thought that it would lead to the person being disciplined - and if it was a second offence, to their being sacked.
