A slight glitch for the government.

The High Court has ruled that the government acted unlawfully when it scrapped centrally imposed housing targets (the RSS).

The targets were abolished in May but house builder Cala Homes challenged the decision.

However, it is a somewhat Pyrrhic victory for Cala as the government is including legislation to abolish the targets in the Localism Bill to be published this month.

As this Bill will be primary legislation, the targets will, once again, disappear.
