I have received the following from Wiltshire Council.

'Good Morning Cllr. Clark,

The reason this section of road was not undertaken in last financial year was due to the evidence of tar in the existing material. However the proposal at that time was to recycle the material in situ and the tests carried out were to determine whether or not that was possible. Unfortunately these tests produce a different set of results to that which are required to satisfy the Waste Acceptance Criteria for safe disposal.

Therefore the additional tests required are now being undertaken.'

So there we have it, Trowbridge Road is the 'wrong sort of tar'!!
