that you can now be arrested for being in possession of alcohol in a public place?

You don't need to be drinking, just carrying the alcohol is an offence.

If you are stopped by the police or a PCSO the alcohol will be confiscated, your details taken and then, depending on whether you have been stopped before, the law will take its course.
