New household 'duty of care' on waste.
More legislation from Westminster.
This Duty comes into force on 21 November 2005 and means that councils will be able to take action against anyone who has not taken reasonable measures to ensure their waste is passed on to an authorised person.
Anyone convicted of a Duty of Care offence faces a fine of up to £5,000.
