An answer (of sorts) has been received to my question.
Normally, questions to committee chairmen are read out in public and an answer given, again in public.

For some reason my question ('Further to your answer at the 08 September meeting, can you please advise what progress has been made on the section 106 agreement') was dealt with on a written basis and I have now received the following response. "Negotiations with Persimmon's solicitors are ongoing. Persimmon have raised various issues which will have an impact on other sites and these are currently being investigated."

So, yet again, the officers at WWDC manage to answer a question without actually giving any real information. I will continue to try and find out exactly what is going on but, I am sure, the officers will use phrases such as 'confidential' or 'commercially sensitive' to thwart me.
