Would you start to build a road if you didn't own all the land?

Apparently that is the latest rumour doing the rounds - that Persimmon can't finish the road as they don't own some of the land which is needed.

As planning permission was granted eight years ago, what do you think the honest answer is?

If there is a delay at the Horse Road end, it will be due to the number of services (water, sewage, phone, gas etc.) which have to be moved.

By the way, the road is almost exactly 1 km long and is costing, so I'm told, £2.7million. Just shows how much profit developers make (but we all knew that already).
