The parish council has agreed to underwrite the cost of preparing a Neighbourhood Plan.  This will take quite a while to complete but will have status as Supplementary Planning Guidance.  This means that Wiltshire Council has to take the contents into consideration when preparing plans for housing etc.  It really is essential that one is drawn up a.s.a.p. and willing volunteers are sought by the parish council.  Please contact either myself or the parish council clerk for more information.

On a more positive note, the parish council has some new allotments available and there are also plans for a new community orchard on the site.

The bad news for this month is the loss of both the T1 and 234 bus services from the start of August.  These services are not subsidised by Wiltshire Council and so WC has no influence.  First Bus has decided that they don’t make a profit and the buses and crews will be used for more profitable routes into Bath.  However, Faresaver has agreed to change their X34 service timings so that Hilperton (including Paxcroft Mead) will get a half hourly service Monday to Friday and an hourly one on Saturdays.  As I have said in the past, “Use it ot lose it”.  Companies won’t run buses at a loss and WC is looking to decrease, not increase, its subsidies to rural bus routes.

The Government and the National Police Chief’s Council (NPCC – and previously called ACPO) have agreed new 20 mph speed limit/zone enforcement policies.  20 MPH limits and zones can now be enforced by way of fixed penalty notices but discretion of enforcement, as always, remains with the police officer dealing with the offence.  In the past only ‘words of advice’ could be offered to errant motorists but transgressors will now receive three penalty points and pay a £100 fine.
