A little more info from WC highways.

I was requested to seek comments from WC on more HRR matters.  The following response has been received.

'Dear Cllr Clark,

I have the following responses to your questions:-

Q.  There is a pair of ‘Horses’ signs on the approach to Middle Lane.  Will there be similar (but pedestrian signs) for the three footpaths?

A.  No, there will not be pedestrian warning signs. There is not a sign for an uncontrolled pedestrian crossing in the Traffic Signs Regulations and General Directions, therefore it is not required by regulation. The horse warning signs (Dia No. 550.1) were not required by regulation and omitted during the technical approval process, but added during construction.

Q.  The gate handles on the two gates across Middle Lane are not long enough for riders to reach without discomfort.

A.  The gates are to the Specification for Highway Works Highway Construction Details drawings – the hinges and catches would be to Drawing No. H31 Rev A – the spring catch level should be 500mm long from its contact with the gate.

Q.  What purpose do the gates across Middle Lane actually serve?  They are an obstruction to cyclists.

A.  The primary purpose of the gates are to prevent livestock that may be driven along or escape onto Middle Lane from gaining access to the Hilperton Relief Road – it is recognised the surrounding land is mainly arable, but that can change. (It may be considered that cyclists slowing down on the approach to a shared footway/cycleway and the Hilperton Relief Road is a good thing.)
