From a WC officer, the facts!
'I have received emails from so many interested parties requesting information regarding completion and opening of the Hilperton Relief Road I thought it prudent to send one email to you all so there may be information below you have not specifically asked for, however this is the most efficient way for me to respond to you all. Thank you for your understanding.
The Council is waiting for confirmation of the date for completion of the works. We were advised in July by the scheme sponsor, Persimmon, the road would be complete at the end of September. However we are (just) in October and I have not had a revised date for completion (I have been asking for this information over the past few weeks).
The Council have been advised a Stage 3 (after construction) Safety Audit has been carried out but have not received the report yet to confirm whether or not alterations of the scheme are required as a result of it. The Council also await confirmation all remedial works identified during inspections have been completed/works signed off. To complete the process and open the road to the public an as built survey has to be undertaken and submitted in plan form, this has not yet been received.
The Council is aware the delayed gas main replacement works through Hilperton Village are imminent and the new road is the preferred diversion route. However the road is being funded, constructed and project managed by Persimmon and as such it is not within the Council’s control to do anything more than put continuing pressure on the developer to complete the process within the required timescales. I can confirm that the relevant teams are communicating with each other on a regular basis.
The Council has processed the traffic regulation orders (funded by the developer) required for the scheme and they will be operational from 05 October 2015.
Until I receive further information from the developer I remain unable to provide a date for the opening of the road.
The extension to Leap Gate (out to West Ashton Road) is forecast to open July 2016.

So, there you have it from the horses mouth as it were, with no reference to the road being too narrow and other such popular rumours...
