Your Independent councillor for Hilperton.
I ope that this is the last time that I need to start my news with ‘As I write this the Hilperton Relief Road is still not open.’!!
The most recent news I had been given is that it should have opened on the 7th or 8th October. This date was backed-up by the fact that the legal notice for the closure of Church Street (commencing 19th October) now gives the official diversion as going along the HRR. This would indicate that the HRR will be open and adopted by Wiltshire Council by this date. ‘Hooray’ some will say whilst others will lament its opening. However, such is life; rarely does anything meet with universal concurrence.
With the closure of Church Street, one must hope that its closure will mean that diverted traffic will continue to stay away from the centre of the village once the work has finished. It will be interesting to see how many drivers revert to their ‘old’ route – hopefully very few. A survey of traffic flow/speed will be undertaken about six months after the HRR opens.
The Community Governance Review is moving forward and this will see a couple of changes. Residents will be invited to a public meeting at County Hall on the evening of Tuesday 13th October and the intention is that the majority opinion of affected residents will see either properties moving from Hilperton parish to Trowbridge parish or vice versa.
The town council seems to have got itself into a bit of a state over the review. It appears that it presumed that its proposals would be adopted 100% by the CGR working party, but they weren’t.
