Your Independent councillor for Hilperton.
The Neighbourhood Plan has got underway with a couple of meetings to date. If you would like to get involved, please contact me and I will pass your details on. The process will be funded by the parish council (£10,000 has been set aside) but the actual plan has to be led by the people of the area it covers – it is not something which the parish council can actually compose.
The Community Governance Review is plotting a rather erratic course. There was a special meeting of Wiltshire Council on the 24th November and all the Trowbridge area schemes were referred back to the Working Group for further consultation. The council also resolved, at my behest, that all residents who might be transferred from one parish to another will be written to by Wiltshire Council to alert them to what is going on.
The Hilperton Relief Road is causing concern regarding the noise levels. I have finally received a response from WC advising that it is not a planning department matter as the planning conditions have, in their opinion, been complied with. Furthermore, they state that it is not an environmental enforcement issue as road noise is specifically excluded in legislation. I am in contact with residents who have raised their concerns with me but please get in touch if you too have issues re noise.
The wholesale removal of trees and shrubs on Paxcroft Mead has, not surprisingly, caused widespread condemnation from councillors, the parish council and residents. The justification seems somewhat lame except for the areas next to houses and garages. If you would like the full reasoning which WC has given me, please get in touch. Whilst there is no denying that some of the trees have caused subsidence, the actions of WC are a disgrace.
