The two councils seem to have different approaches to finance.
I am only flagging Trowbridge TC in this post as several hundred Hilperton residents will become 'Trowbridge' on the 1st April (a rather appropriate date in my opinion for a shocking decision to take effect).
Hilperton, despite losing nearly £4k due to the transfer, has agreed, amongst other things, to fund an increase in the frequency of grass cutting to all the play areas and two open spaces in the parish, and will probably increase the reserve for play equipment repair/replacement to £5k. The precept is likely to see no increase but, of course, this is a decision for the members of the PC to make. If this is agreed, Band D council tax for the parish will remain at £14.28 a year.
Trowbridge TC is being recommended, despite the increase in property numbers from both Hilperton and West Ashton PCs, to increase its Band D precept by £5 to £144.64 a year. The long term plan is then to continue to increase it by £5 a year so that, by 2021/22, it will be £164.64 a year. Quite a jump for residents being transferred into the town against their will.
Of course, the long term aspiration of the town council could be challanged if the political hue at the Civic Centre is changed by the election in May.
