If you don't want to read the whole thing the last paragraph reads as follows:-

'We expect this application to be placed before the next available Planning Committee early in the New Year, and we also expect that during the Planning Committee process the Councillors will be robustly advised that 1) the Council does not have a 5 year housing land supply and 2) there are no education grounds to refuse this application.

I look forward to receiving prompt confirmation of registration and thereafter the date of the Planning Committee when this application will be heard.

It would seem from statements contained in the letter such as 'the two issues why application 16/01633/OUT was refused by the Planning Committee are completely spurious' and 'The Planning Committee refused planning permission, which clearly should have been granted' that someone feels that allowing elected councillors, rather than WC officers, to make planning decisions is in some way flawed. 

That, Mr. Dance, is democracy and something to be proud of.
