The legal notice for a Town or Village Green application for 'Church Field, Hilperton' appeared in the Wiltshire Times recently. In addition, notices have been affixed around the area and the owner and lessees have been written to. Details of how to object are given on the notices.
The application is based on 'a significant number of local inhabitants having indulged in lawful sports and pastimes on the land for a period of more than 20 years and use continuing at the time of application' (24/4/17). Dog walking, walking in general, kite flying, blackberrying from brambles etc. are all regarded as 'lawful sports and pastimes' so long as you have strayed away from any public right of way to do so.
If you have used the land in this way since 1997 or earlier, the use does not have to have been 'continuous', you can contact churchfieldfriends@gmail.com for more information. The closing date for objections or additional support is 17.00 hours on Monday 4th September.
The parish council has arranged a special meeting at the village hall on Tuesday 5th September. Start time will probably be 7.30pm but please watch the PC notice boards, the PC web site, or my web site. The meeting will be to discuss the PC response to the Wiltshire Council draft DPD and to ensure that the PC reflects the wishes of the parish.
The following link will help you cut through the hundreds of pages of the WC report which probably won’t interest you….. Items 1k and 18 relate to Hilperton. http://cms.wiltshire.gov.uk/mgAi.aspx?ID=66252#mgDocuments
The Neighbourhood Plan steering group is working its way through the various responses to the recent Reg 14 consultation. The revised document will hopefully be finalized by the end of September but it could take a month or so longer.
