Your Independent councillor for Hilperton.

My November newsletter.

You have a couple of weeks left to help shape a ten year strategy on how Wiltshire Council collects and manages household waste and recycling.

A consultation got underway last month to canvass your views to ensure the strategy is representative of your opinions and enables you to reduce, re-use and recycle the waste you produce at home. The consultation is open until the 14th November.

Also open at the moment is the consultation on Wiltshire Council car park charges. My thoughts were conveyed in the Wiltshire Times article a week or so back. Increasing charges for car parks which are already underused seems madness. The consultation is open until the 23rd November.

Both consultations can be found at http://consult.wiltshire.gov.uk/portal/

Alternatively you can request a paper copy of either consultation by calling 0300 456 0102.

Hilperton Parish Council will hold a special meeting on Tuesday 7th November starting at 6.00pm in the village hall lounge (accessed from the side of the building nearest to the playing field).

The reason for the meeting is so that members of the public, and the parish council, can receive a presentation, and ask questions of, a director of Charlcombe Homes and their amended plans for housing south of Devizes Road 'adjacent' to The Grange.

The original application was objected to by the parish council, formally refused by the local WC planning committee, and an appeal against that decision was dismissed. However, the High Court has now quashed the appeal decision and so a new Hearing will take place sometime in the future.

Meanwhile, the applicant has drastically amended plans which they seek public comment on.

The Hilperton Neighbourhood Plan is continuing to make progress with a ‘final draft’ having been commented on by the parish council and the neighbourhood plan steering group. It is currently back with the consultant for grammar errors etc. to be corrected together with suggested re-wordings for parts of the document.

When finalized, it will go through various stages, including an Inspection in Public, before going to a referendum hopefully by mid 2018 – it is a long, tortuous process!!
