What does it mean?

'Regulation 16 consultation' is the final consultation stage of the plan process.

It relates to the various regulations of the Localism Act.  Where the draft neighbourhood plan or Order submitted to a local planning authority meets the requirements in the legislation, the local planning authority must publicise the neighbourhood plan or Order for a minimum of 6 weeks, invite representations, notify any consultation body referred to in the consultation statement and send the draft neighbourhood plan or Order to independent examination (see regulations 16, 17, 23 and 24 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

The plan is now formally (and even by Wiltshire Council standards) a ‘Material Consideration’ and must be taken account of when determining planning applications.

Regarding protection of the Gap, Wiltshire Council's HSAP Trowbridge topic paper supports the stance that the parish council (and steering group) have taken – it states that housing on the eastern side is not suitable. At least WC and the PC are singing from the same carol sheet in terms of their plans… This should be hard for developers to overcome.
