Wiltshire Council news from Ernie Clark.

Your Independent councillor for Hilperton.

Following the closure of the Regulation 16 consultation period for the Hilperton Neighbourhood Development Plan, Witshire Council has appointed an Inspector. She will start the examination of the plan in April.

Wiltshire Council is introducing a proof of address scheme at Wiltshire’s household recycling centres including our local one in Canal Road.

From 9 April 2018, residents visiting the sites may be asked to provide a proof of address in order to use the household recycling centre. This must show that the visitor lives in Wiltshire (excluding the Swindon Borough Council area) as these sites are funded by Wiltshire Council for residents to deposit their household waste.

A form of ID which shows your name and full address will be required. Acceptable examples include: • Driving licence • Council tax bill • Utility bill (either a printed or an electronic version is acceptable) • Your van and large trailer permit, if you are visiting the site in this type of vehicle. Digital versions (e.g. an electronic copy of a utility bill which displays your address on a phone or tablet) are acceptable.

Full details are elsewhere on my web site.

Wiltshire Council has finally published its proposals for changes to parking restrictions in the Church Street area.

Details of the proposed scheme may be seen at Trowbridge Library, Ground Floor, County Hall, Trowbridge during the hours of 8.30am to 7pm Monday, Thursday and Friday, 8.30am to 5.30pm Tuesday and Wednesday and 9am to 5pm Saturday until 16th April 2018. Documents can also be viewed online at

Comments on the proposal, together with the reasons for which they are made, should be sent in writing or via the website to reach the Sustainable Transport Group, County Hall, Bythesea Road, Trowbridge BA14 8JN by 16th April 2018 quoting reference LJB/TRO/HILP.

Again, full details are elsewhere on my web site.

My thanks to those who responded to my mention of Village Green matters last month. To get the scheme off the ground ideally needs only another two or three volunteers. Please get in touch if you have a few hours to spare to try to ‘Save the Gap’ from housing.
