Am I missing something?

What is the difference between planning applications 16/00672 and 18/00895?

I ask as WC seems to be objecting to 18/00895 as it is 'in the countryside' and yet 16/00672 (the one for two hundrerd houses in the Gap) is still beinglooked at!!

The following is a letter between WC departments re 18/00895 which has just been brought to my attention.

"SPATIAL PLANNING CONSULTATION RESPONSE

These comments are concerned solely with the principle of development. Other policies of the WCS, other than those discussed below, may also be relevant.

The proposal site is situated to the south of Hilperton, outside of the defined settlement boundary of the large village of Hilperton, as defined on the Wiltshire Core Strategy (WCS) policies maps. The proposal comprises of residential development of 20 dwellings. The National Planning Policy Framework (NPPF) confirms that applications must be determined in accordance with the development plan and that proposals which conflict with the development plan should be refused unless material considerations indicate otherwise.

Therefore, this application is to be considered in the context of the adopted Wiltshire Core Strategy (WCS), adopted Waste Core Strategy and adopted Waste Development Management Policies DPD.

There is also the emerging Housing Site Allocations Plan which was published for consultation in July 2017 as a pre-submission draft. However, at this stage, only limited weight can be attached to this Plan.

The proposal is solely for residential development on a site that is outside the adopted settlement boundary as shown on the Core Strategy Policies map for Hilperton. WCS Core Policy 2 states that only in the exceptional circumstances listed at WCS para 4.25 will proposals be permitted outside the settlement boundaries, unless brought forward as allocations through a Neighbourhood Plan or Sites Allocations DPD.

This proposal does not address exceptional circumstances, neither has it been proposed for allocation in the Council’s emerging Housing Site Allocations Plan or the emerging Hilperton Neighbourhood Plan. In addition, the proposal does not meet any of the exceptional circumstances criteria as set out in paragraph 4.25 of the WCS.

As such, housing development in this location would be contrary to WCS Core Policy 2 and would not be supportable from a Spatial Planning perspective.

Wiltshire Council are able to demonstrate a five-year supply of housing land in the North and West HMA, and, as anticipated by the NPPF, additional supply is being planned for within the forthcoming Wiltshire Housing Sites Allocations DPD.

In summary, the proposal currently represents an encroachment into the countryside contrary to WCS Core Policies 1 and 2."

So, WC admits that the emerging HSAP, in which WC is happy to see the Gap built on, can be given only limited weight.  Why then has 16/00672 still not been refused?

No wonder people have doubts about the way the planning 'system' works......
