What will happen if the application is refused?

There seem to be four alternatives.

One.  McDonald's lodges an appeal within six months of the refusal.

Two.  McDonald's submits an alternative application for the site.

Three.  McDonald's looks at the situation and decides that there is a better location for the site.  A new application is made for that site.

Four.  McDonald's accepts the situation and simply goes away.
