I contacted WC to ensure that my understanding of the notices was correct and the reply is below.
If YOU want to try and save the fields from development, NOW is the time to do it.
I have five names jotted down but the more that help, the 'easier' it is for everyones workload.

Thank you for your e-mail ref the effect of the CA17 Form, deposit of landowner statement under s.15A of the Commons Act 2006.
Yes, your understanding is correct, i.e. where land has been subject to recreational use for a period of 20 years prior to the submission of the statement, (also subject to other qualifying criteria), the deposit of the statement has the effect of bringing to an end any period of recreational use, as of right, over the land to which the statement applies, and therefore triggers the period of grace, as set out at s.15(3) of the 2006 Act, whereby application to register land as a TVG must be made within 1 year of the cessation of use.
Please note that whilst the landowner statement brings to an end a period of recreational use, it does not prevent a new 20 year period beginning to accrue, however, if a new landowner statement is deposited within 20 years of the previous statement, then the period of recreational use will be ended before it reaches the qualifying 20 year period.
DEFRA produce useful Guidance to Commons Registration Authorities in England on Sections 15A to 15C of the Commons Act 2006, December 2006, the relevant section is Chapter 1 which deals with Landowner Statements made under s.15A of the Commons Act 2006.
