"The biggest and most important question is the one regarding the provision of similar traffic restriction to those incorporated into the Semington scheme. Restricting traffic flow through the village to access & buses!"



"I would like to object to the level of lighting proposed on the relief road and footway / cycleway. There is too much and it will detract from the rural character and appearance of the area and increase light pollution at Hilperton Marsh.

a) The proposed relief road and footway / cycleway runs through open fields and there will be no housing adjacent. There is therefore no need for the footway / cycleway to be lit as it will be little used after dark. It is unlikely to attract much "through" pedestrian or cycling traffic as there is little in this direction anyway - people are mostly going in and out of Trowbridge.

b) Hilperton is a rural village surrounded by open fields and part of its character is the view of the clear night sky with stars. This will be compromised by excessive levels of street lighting, which radiate a glow into the sky, obscuring the stars. There is already such a problem with the excessively tall and excessively bright lighting of Hammond Way to the west and the proposals are likely to make things worse and extend it to the south. In order to avoid this, as well as eliminating the proposed footpath / cycleway lighting, the levels of lighting proposed for the roundabouts at each end of the route should be reduced and also the heights of the columns.

c) In daylight, the public views over the Hilperton gap from Horse Road, Wyke Road and Middle Lane, which contribute so much to the area, would be adversely affected by the provision of lighting columns along the line of the road and footway / cycleway. Obviously, the mere existence of the road will compromise the view to some extent, but some mitigation measures are proposed, e.g. the limited height of embankments and cuttings. However a line of street lights would be very visible and represent an intrusion of urban forms into the rural landscape."



"Having just returned from holiday I find that the opponents to the Hilperton Gap road have been distributing leaflets encouraging locals to write in opposition to the road going ahead. There are several points mentioned in this leaflet that I disagree with and would like to make my comments known to you.

Firstly, they state “the noise and air pollution being an issue”, I suggest they come and live on the main road through Hilperton if they really wish to experience either of these first hand. Secondly “the valuable amenity” they could lose is PRIVATE land! Although they seem to not realise this.

They state that “it does not form any of the cohesive plan to bypass Hilperton, Staverton and Bradford On Avon”, all I can say is that this road has been “on the cards for approximately 20 years” and it is a much needed, long awaited road to alleviate the ever increasing traffic through the Village, and was planned as such to help with the extra traffic which Paxcroft Mead brought with it. There is also a note aimed at Paxcroft Mead residents which states the intention to link West Ashton road to Leap Gate and “opening the floodgates to continuous traffic through the development to B.O.A. and Bath”, a very good point because if a gap road is not built where else might this traffic go? Yes through our already busy village!

We have now lived in Hilperton for 15 years during which time the traffic volume has increased, the size of the lorries has increased and the speeding issue has increased, I think it about time we had some relief from this, Especially as when we moved here we were told that” a bypass road was soon to be built”!

I would like to add that I recently cycled through Semington Village and what a pleasure it was to be free of traffic, the residents there must be so grateful that they can now let their children walk on the pavements and cycle in relative safety without the constant threat of thunderous traffic passing them.

I would be grateful if you take these comments into account and be aware that although we are not as “verbal” as the “friends of Hilperton gap” we are just as strong in our beliefs and our vision of a safer village just as important to us."



"We are writing to oppose this proposal. There are several grounds for our objections.

1) Quality of life. We are very opposed to the loss of the amenity of the Hilperton Gap, a space which so many people greatly enjoy. This has been evidenced in the many representations made against this road over the years. The proposed road will be very detrimental to the character of this area and to the lives of local inhabitants.. The quality of life for those who currently enjoy the amenity of the open space provided by the Gap will be diminished. Trowbridge is very poorly provided for in terms of open green spaces for people to obtain recreation by walking and 'taking the air'. This area is crossed by many well used footpaths. The Government's stated objective is to encourage more walking as a means of exercise for the general public, yet this scheme would reduce the opportunities for this in an area which greatly needs them.

2) Detrimental effect on the countryside and wildlife. This area is home to a wide variety of species which will not survive the building of a road, for example badgers and water voles. In particular, we frequently hear the song of skylarks in the Gap, a species very much under threat at present. We feel strongly that the planned road will destroy their habitat. There will inevitably be destruction of trees, wild flowers and open land.

3) Pollution. A road will bring traffic noise, fumes and light pollution affecting neighbouring homes. Despite the developers' representations, it is clear that road traffic causes major environmental problems. Building the road will simply increase the volume of traffic in this area, increasing rather than reducing pollution overall.

4) Traffic congestion/safety. Following from the previous point, the road exemplifies short-term thinking. It is in no way an answer to traffic congestion as it will funnel more traffic into the bottle neck at the bridge in Staverton. It will also almost certainly increase the volume of traffic through the Paxcroft Mead development to the detriment of local inhabitants. It is clear that a proper long-term solution to the traffic problems of this side of Trowbridge is needed.

In his report on the proposed road the Planning Inspector specifically promoted the possibility of re-routing the road to the north of Hilperton, creating a proper bypass rather than a "through-pass". This recommendation has not been properly considered by the County Council. They examined the case perfunctorily and dismissed it in favour of their preconceived plan. This was a very cavalier way of treating the Inspector's carefully considered recommendation. We feel strongly that this suggestion, backed by the majority of local people, should be given proper consideration.

Council members decide on planning issues as the democratically elected representatives of local people. We feel that in this case approval for the road goes against the wishes of the majority of local people and should therefore be refused."
