WWDC has contacted the applicant.
The case officer has suggested to the applicant that they (the applicant) might like to consider withdrawing the application.

I presume this is so that the scheme can be re-vamped, rather the extant application being refused by WWDC.

If the scheme is looked at again, it is to be hoped that something rather more sympathetic both to the application site and the neighbours can be put forward.
