Ernie Clark. Hilperton Division, Wiltshire Council.

Will the Government actually fund their idea?
The government is writing to council chief executives about the scheme.

Who would pay for this scheme in the long run has not been made clear, but you can expect it to be off-loaded by the government onto your local council as quickly as they can.
