More mis-information from WWDC.
When he queried this with WWDC he was advised by the Customer Service Unit (CSU) that the bin had to be within one metre of the kerb.

As with the previous farce about whellie bins having to be light enough to be moved using only two fingers, the information was wrong.

Following the previous 'mis-information' the WWDC scrutiny committee (which I chair) called the CSU manager before them to explain why his department was giving such inaccurate 'facts' to the public. It looks as though we might have to have another chat with him!
