WWDC car parking income is 'neutral'.
The scheme is not seen as a way to fleece residents.
The Scrutiny Committee at WWDC (which I chair) asked for a report on the first six months of Civil Parking Enforcement to be produced.
At last nights meeting we were told that, based on the last six months, the service will probably show a surplus of £9,000 for the year.
Two points need to be bourne in mind. a) The surplus is mainly due to WWDC recruting one less enforcement officer than originally planned and b) Any surplus is legally required to be ring fenced for highways and transport improvements and maintenance. It cannot be used by the council as 'general income'.
