Staverton lagoon reprieved.
The planning application for moorings has been refused.
Wiltshire Council has refused the planning application to moor 15 narrow boats in the lagoon at Staverton. I had asked for this item to go before the western area planning committee if WC was minded to permit, but refusal can be dealt with as a delegated decision. The case officer has now completed his delegated report and has recommended that the application be refused for the following reasons:1 The development would have a deleterious impact on the open, naturalistic distinct identity of the lagoon which is recognised as having a high value and quality worthy of protection as it forms a key part of the public open space. The proposed mooring of up to 15 canal boats on this body of water would significantly change and detrimentally affect the visual character and openness of the lagoon which would be contrary to Government Guidance contained within PPS1, Wiltshire and Swindon Structure Plan policy RLT1, West Wiltshire Leisure & Recreation Development Plan Document policy LP1 and West Wiltshire District Plan 1st Alteration policies T01, C6 and C31a.2 The site survey plan drawings submitted with the application were found to be insufficiently accurate or detailed to enable the Local Planning Authority to make a proper consideration of the proposed embankment protection works, and despite a written request for further detailed drawings, none have been submitted. The applicant has the right to take the decision to appeal.
